The Labour Party has unveiled a significant initiative to improve the energy efficiency (EPC) of rented properties across the UK. By 2030, all rented homes must meet a minimum Energy Performance Certificate (EPC) rating of C. Miatta Fahnbulleh, the Under Secretary for Energy Security and Net Zero, confirmed this move, which is a key part of the government’s broader strategy to combat fuel poverty and reduce energy costs for millions of tenants.

 A New Standard for Rented Homes

The push for higher energy efficiency standards in the rental sector is part of Labour’s commitment to addressing fuel poverty in the UK. With over three million people currently struggling with high energy bills, the government sees this initiative as a critical step in alleviating household financial pressure.

Miatta Fahnbulleh, responding to a question from Green MP Ellie Chowns, highlighted the government’s focus on ensuring that rented properties are both warmer and healthier for tenants. The requirement for landlords to upgrade their properties to an EPC rating of C by 2030 is seen as a significant way to improve living conditions in the private rental sector. According to Energy Security and Net Zero Secretary Ed Miliband, this policy marks a departure from previous governments’ approaches, which did not mandate such stringent energy efficiency standards for landlords.

Challenges for Landlords

While the goal of achieving higher energy efficiency is widely supported, the implementation of this policy has raised concerns among landlords. Many worry about the financial burden of upgrading their properties to meet the new EPC standards. Propertymark, a leading organisation representing the property sector, has been vocal about the need for financial support to help landlords comply with the upcoming regulations.

Propertymark argues that while the policy’s intention is positive, the reality for many landlords is that the costs of making these improvements could be prohibitive. A recent poll conducted in February 2024 revealed that over 35% of landlords feel they lack the financial resources to meet the required EPC rating. This highlights the need for a balanced approach that considers the financial implications for property owners while striving to improve energy efficiency. 

The Call for Incentives

In light of these challenges, Propertymark advocates for the introduction of incentives to support landlords in making the necessary upgrades. The organisation is currently in discussions with government officials, including Ed Miliband, to seek clarity on the new targets and propose measures that could make compliance more achievable.

Propertymark’s position is clear: future energy efficiency targets should not only be enforced through legislation but should also be accompanied by financial incentives that encourage landlords to invest in their properties. By doing so, the government can ensure that the transition to more energy-efficient homes is both fair and effective, without placing undue strain on landlords.
